Bring to a boil over medium heat, stirring until the sugar is dissolved.
Remove from heat and set aside.
In a large, heavy-bottomed pan, heat the vegetable oil or melted butter over medium heat.
Add the semolina and cook, stirring constantly, until it turns golden brown and has a nutty aroma. This should take about 10-15 minutes.
Carefully pour the hot sugar syrup into the toasted semolina, stirring constantly. Be cautious as the mixture will bubble up.
Add the ground cardamom (if using) and continue to cook, stirring constantly, until the mixture thickens and starts to pull away from the sides of the pan. This should take about 5-7 minutes.
If using, stir in the chopped nuts and raisins.
Continue to cook for another 2-3 minutes, ensuring everything is well combined.
Transfer the holvaytar to a serving dish and smooth the top.
Let it cool slightly before cutting into squares or diamond shapes.
