In a small bowl, combine the warm water, sugar, and yeast. Let it sit for about 5-10 minutes until it becomes frothy.
In a large mixing bowl, combine the all-purpose flour and salt.
Add the yeast mixture, warm milk, and 2 tablespoons of vegetable oil to the flour mixture.
Mix until a dough forms, then knead the dough on a floured surface for about 10 minutes until smooth and elastic.
Place the dough in a lightly oiled bowl, cover it with a clean cloth, and let it rise in a warm place for about 1-1.5 hours, or until it doubles in size.
Once the dough has risen, punch it down to release any air.
Divide the dough into 8 equal pieces and shape each piece into a ball.
On a lightly floured surface, roll out each ball into a flat, round disc about 1/4 inch thick.
In a large skillet, heat about 1 inch of vegetable oil over medium-high heat until hot.
Carefully place one of the dough discs into the hot oil. Fry for about 1-2 minutes on each side, or until golden brown and crispy.
Use a slotted spoon to remove the fried langoš and place it on a paper towel-lined plate to drain excess oil.
Repeat with the remaining dough discs.
