Heat the vegetable oil in a large pot over medium-high heat.
Add the meat cubes and sear them until browned on all sides. Remove the meat from the pot and set aside.
In the same pot, add the chopped onion and cook until translucent.
Stir in the minced garlic and bell pepper and cook for another 2-3 minutes.
Add the chopped tomatoes and tomato paste to the pot. Stir well.
Sprinkle in the ground paprika, cumin, coriander, turmeric, and chili pepper (if using). Cook for another 2 minutes to allow the spices to release their flavors.
Return the browned meat to the pot and pour in the beef or vegetable broth.
Bring the mixture to a boil, then reduce the heat to low, cover, and let it simmer for about 1 hour or until the meat is tender.
If using okra, add it to the pot during the last 15 minutes of cooking.
Taste and adjust seasoning with salt and pepper as needed.
Garnish with fresh cilantro before serving.
