In a large bowl, whisk together the flour, cornmeal, sugar, baking powder, salt, and ground cinnamon (if using).
In a separate bowl, combine the milk, water, egg, and melted butter.
Gradually add the wet ingredients to the dry ingredients, stirring until just combined. The batter should be thick but smooth.
Heat vegetable oil in a large skillet or frying pan over medium heat. You want enough oil to come about halfway up the sides of the festival.
Using a spoon or your hands, shape the batter into oval or round patties, about 2-3 inches in diameter and 1/2 inch thick.
Carefully place the patties into the hot oil. Fry in batches, making sure not to overcrowd the pan.
Cook for about 2-3 minutes on each side, or until golden brown and cooked through.
Remove the festivals with a slotted spoon and place them on a plate lined with paper towels to drain excess oil.
