Add the chopped onion and cook until softened and translucent, about 5 minutes.
Stir in the minced garlic and chopped hot peppers, cooking for another 1-2 minutes.
Add the chopped tomatoes and cook until they start to break down, about 5 minutes.
Stir in the ground paprika, ground cumin, ground coriander, dried thyme, salt, and black pepper.
Add the pearl millet or bulgur wheat to the pot, stirring to combine with the tomato and spice mixture.
Pour in the water or vegetable broth and bring to a boil.
Reduce the heat to low, cover the pot, and simmer for about 20-25 minutes, or until the millet or bulgur is tender and the liquid is absorbed.
Garnish with chopped fresh cilantro or parsley.
