Heat the olive oil in a large skillet over medium heat. Add the ground beef and cook until browned, breaking it up with a spoon as it cooks. Drain any excess fat.
Add the chopped onion and red bell pepper to the skillet. Cook until softened, about 5 minutes.
Stir in the minced garlic and cook for another minute.
Add the sliced green olives, raisins, tomato sauce, white wine, capers, cumin, oregano, and cinnamon. Stir to combine.
Season with salt and pepper to taste.
Reduce the heat to low and let the mixture simmer for 20-30 minutes, or until the flavors are well combined and the sauce has thickened.
Garnish with chopped fresh cilantro, if desired.
